I got my start in children's books by getting involved with the Ang InK organization. They have applications every year selecting only those who show both artistic ability and a willingness to get involved. They have a catalog which they give out to publishers. The publishers have projects, they look in the catalog, and then you get projects if your work & work ethic appeal to them.
If you were to do it yourself, have a portfolio and visit the publishers with it. Give a copy so they can file your work.

But I would caution pushing a very heavy Japanese manga & Japanese anime portfolio. That's my advice. Even for showing to Philippine children's book publishers.
